A. Marijuana Ban Ordinance #178- Groth moved to Approve, 2nd by Tim, Approved Unanimously
B. Appointment of new Council Member – Knox nominated Ann Kel-Artinian, Groth 2nd, Approved unanimously. Council Member Kel-Artinian was sworn in by City Clerk.
C. FEMA Update - $6,600 received to clear debris from rock wall collapse on God's Hill adjacent to Robello property. Jeff Campbell contacted to do work.
D. Culbert Park Update - Portion to be used as park to be fenced off. Mayor Bragstad will create sketch and submit to Rancheria and Grady Landscape to give estimate for work required, most pine trees to be removed due to fire danger
E. Electric Vehicle Charging Station – Discussion only…Would require dedicated parking space
F. Maintenance – One washout in Amado Creek has been sand bagged,Storm drains cleared downtown. Less Fishburn and Ian will do other washout this week.
G. Sign Review - Creative Spirit Families and Small Town Café – Knox moved to approve, Kel-Artinian second, approved unanimously

To be on July agenda. Fire Dept. to trim trees at no charge and to send letter to property owners of property that needs clearing of fire hazard.

RESOLUTION 555 - Abandonment of highway easement on Hwy 49/Main Street – Buckeye Mill Road – Brusatori – Mayor Bragstad requested a better map of property in question and how it relates to Hwy 49 and Buckeye Mill Road; Councilman Groth stated it irresponsible to abandon easement. Groth moved, 2nd by Knox to continue in July.
B. RESOLUTION 556 – Setting new Business License annual amount of $50 per year. Knox moved, Brown 32nd, approved unanimously
C. ACES Rate Adjustment – Letters sent out to rate payers in compliance with Proposition 218 -
D. FEMA update - discussion only
E. Bike and Pedestrian Presentation, Drinking Fountain – Alison Platt to be at July meeting
F. Dancing in the Street – Request for donation - $250 voted as donation to event.
G. Culbert Park Update – How to proceed – Letter to be sent to Rancheria asking for assistance.
H. Encroachment onto Culbert Park by adjacent property owner-See letter – Requesting Additiional insured endorsement naming the City as additional insured before opening for business

A. Resolution #554- Setting Short Term Rentals Use Permit Fees – Vasquez moved, 2nd by Knox approved with Bragstad voting no.
B. Ordinance #177 – Business License – Third Hearing – Knox moved,Groth 2nd, approved unanimously
C. Bike and Pedestrian Presentation, Drinking Fountain – Mayor Bragstad recommended several bike rack locations in downtown at old City Hall, Kiosk and Andrae’s Bakery. Also, a drinking fountain at the Rest Rooms
D. Aces Rate Adjustment – Vasquez moved, 2nd by Groth to proceed with Proposition 218 and approved rate adjustment, approved unanimously. Also contract to be amended to provide for recycling and green waste.
E. Culbert Park Update – How to proceed – Vasquez requested a delay in development of Park, also contacting the Rancheria was recommended
F. Encroachment onto Culbert Park by adjacent property owner – Councilman Michael Vasquez stepped down and left the room for this discussion. City Attorney Ethan Turner advised the Council that the City’s property rights are not affected by actions of adjacent owner.
G. Handicap parking space in south parking lot – Michael Vasquez to research
H. City Maintenance – Red Striping and No Parking along Amador Creek across from Post Office, North City Sign, flag pole light – Red striping finished at Creek, flag pole has solar light attached, north City sign is being worked on. Mayor Bragstad requested that street markings be redone.
I. Granting of Easement to Roger and Connie Peterson across city property to access their driveway – City Attorney Turner reported that there is a problem with line of site
J. Letter to First American Title Company regarding failure to collect sewer fees due at close of escrow. – Payment received
K. ACRA Annual Report – moved to A on agenda – Vasquez moved Knox 2nd to approve assessment of $950 payable to ACRA – approved unanimously
L. Committee Reports – All reservoirs to have tops sandbagged

C. Aces Rate Adjustment – Committee formed to discuss – Brown, Less Fishburn, Kim Roberts and representative from Aces.
D. Fire Hazards – Mitigation, etc. – Dominic Moreno spoke about fire prevention within city limits, with particular emphasis on fire breaks of 12 feet on field perimeters, and fuel mitigation. Survey of city to be done with fuel mitigation as a priority.

A. Ordinance #175 – Short Term Rentals Ordinance – Third Hearing- Groth moved, 2nd by Brown, approved unanimously. Council will observe a 120 grace period and if in that time number of Air BnB properties is perceived as excessive, Council will consider setting a limit for city.
B. Ordinance #177 – Business License – First Hearing – Brown moved, 2nd by Groth to approve and hear Ordinance Second Hearing in April. Approved unanimously
C. Fire Hazards – Mitigation, etc. A 12 foot fire break around pasture land is recommended. Dominic Moreno will be at April meeting.
D. Memorial Marker – Virginia Vasquez – Plaque received and shown to audience. Search for suitable rock now.

1. Robello retaining wall – Application started to receive money from FEMA for repairs – Kathony Jerauld spoke about inaccessibility of steps down to street due to collapse of retaining wall. She and Susan Bragstad will look at property – Counselor Turner outlined steps to mitigate hazard of remaining wall if property owner does nothing.

Ordinance #175 – Short Term Rentals Ordinance - An ordinance regulating the use of private residences as short term rentals: Second Hearing – Public comments from Joyce Sandau, Carol Sethre, Ann Kel-Artinian, mostly expressing concerns but in favor of ordinance. Vasquez moved, 2nd by Knox to approve Ordinance 175, approved unanimously
F. Culbert Park Update – Dave Groth, Maggie Hamilton, Susan Bragstad on review committee. Sutter Creek report in excess of 400 pages illustrates red tape in dealing with toxics. Robin Peters willing to attend our Council Meeting to discuss what was done in Sutter Creek. Future plans for park include picnic table, parking and isolation of toxic area.
